China Unveils 15th Five-Year Plan for Electronic Information Manufacturing Industry

BEIJING, September 15, 2026 — China has unveiled a new development plan for its electronic information manufacturing industry, setting ambitious targets for industrial scale, technological innovation and global competitiveness through 2030.

The Ministry of Industry and Information Technology (MIIT) and the National Development and Reform Commission (NDRC) jointly released the 15th Five-Year Plan for the Development of the Electronic Information Manufacturing Industry on September 15.

According to the plan, by 2030, the industry’s position within China’s manufacturing sector will become even more prominent, with the combined operating revenue of enterprises above designated size expected to exceed 30 trillion yuan. Research and development spending is also targeted to reach 3.5% of operating revenue.

AI to Drive Industry-wide Innovation

Electronic information manufacturing is regarded as a pillar industry of China’s national economy. The new plan aims to seize opportunities arising from the rapid development of artificial intelligence, accelerate innovation across the entire industrial chain, and promote the integration and application of new technologies and products.

These efforts are intended to strengthen the foundations for building China into a leading manufacturing and cyber power.

By 2030, China aims to achieve significant progress in the high-quality development of electronic information manufacturing and play a major role in the global industrial landscape.

The plan calls for the emergence of internationally competitive technologies and products in areas including integrated circuits, advanced computing, consumer electronics, basic electronics and energy electronics, while supporting the development of globally competitive, world-class companies.

Breakthroughs in Core Technologies

The plan emphasizes faster breakthroughs in key core technologies in strategic areas.

China will significantly expand its computing power supply capacity and promote the wider adoption of next-generation intelligent terminals. It will also strengthen the development of critical technologies and industrial capabilities across the electronic information supply chain.

Among the priorities are efforts to advance the entire integrated-circuit industry chain, develop electronic specialized equipment and measurement instruments, and strengthen supporting systems and technologies.

The plan also calls for accelerating innovation in consumer electronics and expanding the practical application of new products.

17 Key Tasks to Strengthen Industrial Competitiveness

The plan outlines 17 major tasks covering four broad areas: strengthening industrial foundations, enhancing the competitiveness of electronic products and systems, cultivating new growth drivers, and improving the industry’s long-term sustainability.

Key measures include promoting coordinated breakthroughs across the integrated-circuit industry chain, advancing electronic manufacturing equipment and measurement technologies, and accelerating innovation in consumer electronics.

The plan also calls for expanding the application of BeiDou, China’s satellite navigation system, from industry-specific uses toward broader adoption by the general public.

At the same time, authorities will improve capacity planning and establish early-warning mechanisms for production capacity in selected subsectors to support healthier and more sustainable industrial development.

Nine Specialized Programs Target Emerging Technologies

The plan establishes nine specialized programs focusing on major development priorities.

These include the high-end upgrading of electronic components and materials, research and development of key photonics technologies and products, and systematic advancement of the advanced computing industry.

China will promote the development of integrated optoelectronic platforms and accelerate the construction of a complete industrial ecosystem for space-based computing.

The plan also proposes research into multi-model scheduling and multi-agent collaboration, as well as the development of high-security autonomous driving control systems, intelligent cockpit systems and vehicle-road coordination terminals.

These initiatives are expected to accelerate the convergence of artificial intelligence, advanced computing, intelligent vehicles, communications and electronic manufacturing.

China Maintains Global Leadership in Consumer Electronics

China’s electronic information manufacturing industry has maintained a leading position in the country’s industrial economy.

During the 14th Five-Year Plan period, the industry’s operating revenue ranked first among China’s 41 major industrial sectors for 13 consecutive years.

China is also the world’s largest producer of major consumer electronics products, with the output of mobile phones and computers ranking first globally.

The strong industrial base provides China with significant advantages in manufacturing scale, supply-chain integration, technological development and product commercialization.

Focus on High-Quality Growth

Looking ahead, the MIIT will strengthen coordination among relevant policies and government departments, promote deeper integration between industry and education, and expand cooperation between industry and financial institutions.

Authorities will also establish monitoring and evaluation mechanisms for implementation of the plan and make greater use of industry associations and chambers of commerce to support its execution.

The new development plan underscores China’s ambition to move the electronic information manufacturing industry toward higher technological sophistication, stronger innovation capabilities and greater global competitiveness.

As artificial intelligence, advanced computing, intelligent vehicles and next-generation electronic products reshape global manufacturing, China is positioning its large-scale electronics manufacturing ecosystem to capture new growth opportunities throughout the coming decade.
